In the past, the stewards had some discretion and allowed drivers to race despite failing to meet the 107% rule. I'd imagine such discretion will be used on a case by case basis this coming season as well and will thus, accommodate your scenario.

Pretty much. If a Virgin driver doesn't get to race, Bernie will simply shrug it off. If a McLaren or Ferrari driver gets caught out by the rule, Bernie loses a wing in one of his daughters' new home and some sleep as well
