He was quoted as saying "I can run three F1 teams with this budget"

Running three teams is one thing; but, can he do so successfully with even one?
Now, that's the question!

Hey... Did Ross Brawn have a huge budget when Button won?

Yes! But, was it as big as McLaren or Ferrari?

It was as big as it needed to be since he won and McLaren and Ferrari didn't. Or to put it another way, Ferrari and McLaren threw money away that year. Which was the point of my fictitious quote/joke. I don't know if he said it, he may certainly have thought it. Innovation beats money often enough.

I'll believe McLaren's gains when i see them. The thing is, why are they only finding so much performance now and not over the winter? That is the most important question because you must wonder if they geniunely found something new, or realised they did something wrong and are fixing it. From this season's results so far i personally believe McLaren have a huge deficit in the aero department (lacking in downforce and aero efficiency) which is seemingly being addressed, but that takes time to come into effect.

 And, that's a great reason for more team testing to be re-instated!

I do know that there are more testing dates this year than last; but, I still
believe this should be up to the teams to decide not the FIA!

The trouble with in season testing is it separated the rich from the poor

Yeah, really really badly, at least with a wind tunnel they can share the assets, like Force India/McLaren

Ant davidson said something along the lines that it was the most expensive F1 car ever built, and was then run on a shoestring.
