Possibly or maybe they're just trying to increase their manpower levels in a hope that more people will bring some success.

I wonder... will we still have the same amount of teams on the grid in 2014? Will some have folded? Or will some have been taken over? I hope these financial issues don't wipe out too many teams, similar to what happened in the early 2000s...

I see it as a bargain for a manufacturer that's been itching to get in now that the economy is recovering. With an infrastructure in place and a starting position that's much better than starting from scratch.
