Yes it does, the only difference to the original ground effect is there will be no movable skirts, or skirts for that matter.

Ground effects cause less or no turbulence or whatever. So even more more overtaking. They're already used in Gp2 and Gp3.

It's a not bad idea at all. But with moveable rear wings coming in, is it even needed to enhance overtaking.

I'd guess it's also less sensitive to turbulance from a leading car than the current front wings. All sounds good to me.

That's assuming that the moveable rear wing actually works, we have seen technological solutions for overtaking before and they really didn't work, stepping back in time may be the only answer, throwing technology at the problem isn't always the answer, technology, both aero and electronic created the problem in the first place!

Basically put it manipulates pressures of air travelling underneath the car to 'suck' the car onto the track.

Will this lead to another rather large change in apearance of F1 cars?

Just look at the Brabham from 82 to 83.

1982: Ground Effect F1 design

For the record though, overtaking in 83 was pretty awesome still.

Bringing ground effect back won't do the trick in my opinion unless they totally ban the extra aero junk on the cars.
