Are there any other reports on this, in that link it shows some guys racing car concept that he came up with when he was 8 years old parked in the street and that a committee has been setup to look into radical changes but doesn't say they're considering anything like that car at all.

I've seen this before in concept art only. It was actually one of the actual design proposals for INDY cars since they're searching for a new "look". This is the most radical (and poor) design but the others I've seen weren't that much better.
