I think the picture is of the 2010 Ferrari but it may be photoshoped to make it look like it's racing around the circuit when it's probably just static. It matches a lot of descriptions and diagrams of the new car.

The only thing to me that looks different is the nose and the engine cover also those front wheels look a bit slimmer and a clear lack of wheel spinners on the front wheels. The front and rear wings are definitely from the end of the 09 season.
