also I would imagine 1st tyre stops will be sooner because the tyres will be worn quicker due to the extra weight
Well, they were saying that's what the penalty per lap of fuel carried in qualifying was, if that answers your question...
For the refueling ban to work the mandatory pit stops should be taken away, it would be interesting to see which drivers try and last the distance on 1 set of tyres.

Maybe the FIA want that to happen and Bridgestone didn't like it. 
That's exactly why the rule about using both compounds was brought in i think - because Michelin were leaving, Bridgestone did not want the tyre aspect to be forgetten about.
