He reminds me of a fellow by the name of Nigel Mansell. He might have driven a race car or two.

It is definitely Nigel Mansell, he is one of the most famous racing drivers of all time, amongst other things he is a winner of 31 Grand Prix, the 1992 F1 World Championship and the 1993 IndyCar World Series.
