Actually, I have thought that before; Google was unavailable and I immediately thought "is the Internet down", turns out my modem needed rebooting!

Technically the internet can't be down. More accurately it's that your access to the internet or the particular segment that yuo're trying to get to is not accessible.

a little geekish I know but I keep a list of DNS servers I can switch to since the Comcast default are down for an extended period of time at least twice a year.
