It's NOT that simple. E.g., even IF the primary sexual organs (i.e., the visible genitalia) are not developed or not fully developed, the other, hidden secondary genitalia or internal genitalia (=gonads) need to be verified. The gonads (testes in the male, ovaries in the female) are the true schmex organs, generating reproductive gametes containing inheritable DNA. They also produce most of the primary hormones that affect sexual development, and regulate other sexual organs and sexually differentiated behaviors.

Then she's not really a man or a woman. I feel pretty sorry for him/her/it if that's the case, she can't exactly run in the genderless category. Can't she be left to choose what she wants to be? Seems only fair for life to give her something!

Then she's not really a man or a woman. I feel pretty sorry for him/her/it if that's the case, she can't exactly run in the genderless category. Can't she be left to choose what she wants to be? Seems only fair for life to give her something!

It could be even more complicated with genetics/DNA.
It shines a light on the fact that schmex differences are not as clear cut as most want us to believe. It is estimated that around 10% of any population will deviate in some form or other, to some degree or other from the so called norm.

Think about it, there are so many ways that something could go wrong in how a man becomes a man or a woman becomes a woman ontogenetically. It's like a symphony where every instrument has to contribute its part on cue or else it sounds dodgy.

Schmex differentiation refers to the expression of phenotypic attributes specific to the schmex of an individual. While gonad development is a result of the presence or absence of the schmex determination gene SRY on the Y chromosome, schmex differentiation is determined by the hormonal products produced by the gonads.

The following disorders are caused by a malfunction in the schmex determination and differentiation process:

Congenital Adrenal Hyperplasia - Inability of adrenal to produce sufficient cortisol, leading to increased production of testosterone resulting in severe masculinization of 46 XX females.
Persistent Müllerian Duct Syndrome - A rare type of pseudohermaphrititism that occurs in 46 XY males, caused by either a mutation in the Müllerian inhibiting substance (MIS) gene, on 19p13, or its type II receptor, 12q13. Results in a retention of Müllerian ducts and unilateral or bilateral undescended testes.
Male Pseudohermaphroditism - Failure of androgen production or inadequate androgen response, which can cause incomplete masculinization in XY males. Varies from mild failure of masculinization with undescended testes to complete schmex reversal and female phenotype.

I knew I'd live to regret not taking the Genetics option at school. Learning about pesticides and fish farming seemed so much more interesting at the time.

I didn't think it was obvious, most genetic differences have no impact at all don't they? Without any sense of sarcasm intensed, do minor cases of Congenital Adrenal Hyperplasia have Williams sisters like effects? I had always wondered whether genetically those sort of women shared something with men that 'normal' women didn't.

I remember not too long ago the case of the Indian athlete Santhi Soundarajan who was stripped of silver medal in the Asian Games for failing a gender test. She had a condition called Androgen insensitivity syndrome and had no idea. As a result of the publicity, and the stigma, she attempted suicide. Whatever the result of the gender test is in Semenya's case, I think that the whole thing has been handled incredibly insensitively. A little discretion by the authorities would have been nice, this is a young girls life after all.
