In the same interview, Ecclestone outlined his desire to reduce testing to a maximum of six days per year, and make Friday a four hour test day at Grand Prix.
I see a problem with the 2 weekend engine rule here. Lots of testing done by the third driver for teams that have the privilege of having one, not much testing for the other teams (who will do their testing at home with very expensive simulators, windtunnels, etc.). The 2 weekend rule has to go!
