It's leeks, Harry Secombe and a welcome in the hillside that the Welsh like.
I think it applies to both. Probably started by someone from Englandshire out of jealousy due to their lack of sheep.

The term sheepsh****** is used a lot here in Scotland, but whatever...they have better insults against the 'Haggis Munchers' and the highlanders jumping up and down wearing their Kilts
