I think what we saw in Singapore was the cream coming to the top with Vettel and Ricciardo both taking their respective cars by the neck and dragging them up the order on a very difficult track. A track where drivers could make the difference instead of just the drivetrains. Verstappen was another standout in this regard.
Many of the other drivers who had thrived on the current fuel saving lift and coast style and/or solely relied on a power advantage were found to be lackluster at the equalizing Singapore track.
Of the three candidates my vote goes to Vettel as he grabbed pole and used that advantage to go all the way to a glorious victory.
