"Of course the essence of the FIA is safety; safety on the racing car, safety on the road, safety in our organisation. So that's what we are claiming, but at the moment there is no reason to have unnecessary concern."

Rather than spewing some meaningless blah blah, why don't you guys look for alternatives?!? Get your butts in gear and contact tracks that could do a one-off race on very short notice. Magny Cours anybody? Imola? Hockenheim? Fuji? Heck even some obscure US track?
Even though it would count for the championship, the teams could write it off in their accounting as a test session, because on such short notice BE and the teams might have to chip in to finance the event.
